TIF Commission forwards Royals plan to City Council. It won’t fully cover stadium bonds

The Tax Increment Financing Commission advanced an incentive plan for a downtown Royals stadium in Crown Center. Documents show its boundaries could capture $310.2 million to $406.5 million to cover some, but not all, annual debt service on $510 million in city-backed stadium bonds.
