KC planners give Saint Luke’s three years to submit plan for former Embassy Suites site

Saint Luke's wants a 157-space parking lot in place of the former Embassy Suites hotel near the Plaza and Westport. City planners allowed it but want a vision for a "higher and better" use within three years.
